| Section 173 Subsection (1) | The proviso to this subsection is misdirected to section 175 (3) which clearly has no application to withdrawings of money out of the Consolidated Fund. It should be deleted. |
| Subsection (5) | Paragraph (a) of the proviso to subsection (5) should stand as the only proviso to that subsection. |
| New Subsection (6) | Paragraph (b) of the proviso to subsection (5) applies with respect to the whole section and makes exceptions to the prohibition of withdrawings from the Consolidated Fund. It should stand as a subsection on its own, numbered as subsection (6). |
| Section 183 Subsection (1) | This section creates a special fund within the Consolidated Fund for certain protected expenditures which include- |
| (a) the salaries of the President,
Judges and the Ombudsman; (b) the sums required to convene Parliament. For consistency with similar provisions creating other special funds, the title or name of the special fund created by this section needs to be spelt out within the text. |

| It is recommended that subsection (1) be amended to read as follows- | |
| "(1) There shall be a special fund within the accounts of the Consolidated Fund to be known as the Protected Expenditures Fund upon which shall be charged certain protected expenditures." [The word "expenditure" to be in plural]. | |
| Subsection (3) | It is recommended that the protected expenditures with respect to the President, Judges and the Ombudsman should extend not only to their salaries, but also their allowances and retirement benefits as these do require similar protection. |
