| Section 186 | Reference to the "Chairman" of the Civil Service Commission should be to the "Chairperson". So too with the Deputy. |
| Section 189 (3) | Apart from the Civil Service Commission, there should be inserted into this subsection references to the President or any other body since, depending on the grade of the officers in question, appointments may be made by either the Civil Service Commission, the President or other authority that an Act of Parliament may authorize. Whoever is the appointing authority (not only the Civil Service Commission as the section states at present) should be required to consult the Speaker of the National Assembly or the Senate on the appointment of the Clerk or Clerk-Assistant to either Chamber. |
| It is therefore recommended that subsection (3) be amended to read as follows- | |
| "(3) In any case where the Civil Service Commission, the President or any other authority has power of appointment of the Clerk or the Clerk - Assistant to the National Assembly or to the Senate, then before exercising that power the Commission, the President or that other authority shall consult the Speaker of the National Assembly or of the Senate." | |
| Section 191 (1) | Reference to "Civil Service Commissioners" should be to "members of the Civil Service Commission" for consistency and accuracy of the language. |
| Section 192 (2) | This provision states-
"(2) If both the Chairman and the Deputy Chairman (of the Civil Service Commission) are unable to perform their functions, then another of the members of the Commission as may be designated in that behalf by the remaining members shall perform the functions of the Commission." The last word "Commission" should read "Chairman". |
| Section 193 (2) | In paragraph (c) of the proviso to this subsection the phrase "administration of the government policies of the Government" should correctly read "administration of the policies of the Government". In other words, the first "government" should be deleted. |
| Section 194 | Should the word "chairperson" remain or be changed
to "Chairman" consistent with the majority of other provisions in the Constitution.
